The site lies within Cottingham Conservation Area, and pre-app advice indicates the original 19th Century building positively contributes to the conservation area and will need to be retained. The 1950s extension is considered less significant, and presents an opportunity for conversion or redevelopment, subject to sympathetic design. The gardens offer limited development potential and will need to be retained in situ.

Thwaite Hall is located within Cottingham, the largest of a number of affluent and relatively high-value settlements within the East Riding of Yorkshire.
The site is situated 1.13 km (0.7 mile) to the south east of Cottingham village centre, at the junction of Thwaite Street (B1233) and New Village Road. Thwaite Street leads west towards the village centre, whilst New Village Road serves as a main arterial route between Cottingham and Hull.
Cottingham railway station is 0.80 km (0.5 mile) to the north east, and provides frequent connections to Hull, Sheffield, Beverley, Doncaster and Scarborough. Hull Paragon Interchange also serves Manchester, York and London Kings Cross, with a journey time of around 2 hours, 30 minutes.
