DESCRIPTION
A busy town centre car park extending to 0.317 hectares (0.783 acres) over two levels. Approximately 100 parking bays with lock-up garages and storage units on the lower level. The Council may consider retaining the lock-up units on the lower level.
LOCATION
The car park is situated at The Cross in the town centre of Linlithgow. Linlithgow is a vibrant town with a busy cultural community and commercial life and has a variety of local shops, supermarkets, cafes, restaurants and pubs catering for locals and visitors alike.
Being in the central location of The Cross, the car park is ideally located for the many visitors and tourist to the Royal Burgh and the adjacent Linlithgow Palace, St Michael’s Church, Burgh Halls and Linlithgow Museum.
SUBMITTING AN OFFER
- The closing date for offers is: 12 Noon on 31st July 2019
- No offers will be accepted or taken into consideration after the closing date
- All offers must be in writing in an A4 Envelope clearly labelled: “Offer for The Vennel Car Park, Linlithgow”.
The offerer must write his/her name on the back of the envelope. No offers submitted by email or fax will be accepted.

- The Council does not bind itself to accept the highest or any other offer. However, West Lothian Council have a legal obligation to receive the best price reasonable obtainable.
- Prospective purchasers Must also submit with any offer, information sufficient to allow the Council to obtain a suitable financial reference. Where an offer is submitted by a company (which is not a limited or public limited company) or a partnership, then details of the directors or partners involved should be named.
- The Council is considering retaining the lock-up units on the lower level of the car park therefore you are invited to submit two alternatives i.e. Offer of lease including the lock-up units and Offer of lease of car park only, excluding the lock-up units.
Any offers that do not comply with the above instructions will be declared void.
COMMUNITY ASSET TRANSFER
The Council will consider offers for community asset transfer, on a lease basis only, in accordance with the Community Empowerment (Scotland) Act 2015 and West Lothian Council’s approved policies and practices. Interested community groups are advised to consult colleagues in Economic development to prepare their respective business plans.
ENTRY
Entry with vacant possession will be granted on conclusion of the conveyancing process.
CONDITIONS OF LEASE
- The minimum lease term is 3 years (from the date of entry).
- The site is to be let on the Council’s standard full repairing and insuring terms.
- The rent shall be payable annually in advance by direct debit.
- The tenant will pay all local rates attributable to the site for the duration of the lease.
- The tenant will be responsible for obtaining any statutory consent and for complying with any regulations relative to the proposed use of the site.
- Each party will bear their own legal costs.
- VAT is payable on rental.
- Since the lease of property is a serious undertaking, you are strongly recommended to take appropriate legal advice.
Following the closing date The Council’s Executive will consider a report on the offers received and no confirmation of the outcome will be sent until after that Council Executive meeting on 20th August 2019.
